The following including attachments are my responses to the questions you submitted to me for Biochar Products request for conditional use permit.


Adverse Impact on Abutting Properties:

The reason Biochar Products is required to request a conditional use permit is according to Article 3 section 314.02 subsection 314.03

B: Any process, storage or manufacturing which emits odors, fumes, gasses or treated liquids.

Pine Valley Chamber of Commerce Meeting

Tony Sowers and I met with the Pine Valley Chamber of Commerce. This is a part of the effort to get the information out to the local businesses and population. 

This opportunity came to being due to the fact that somebody in the community was concerned that if this BioChar plant was put in Pine Valley that the valley will be filled with smoke all the time.  This is an important case where we were able to tell the local folks at this meeting that this would not be the case that this plant will produce very little if any smoke. That the major effluent that comes out to the plant is carbon dioxide and even that is 1/3 of what would come out if the same amount of wood were burned.

Baker City Meeting with State and Econ Development supporters

The meeting at Baker City Hall to help me resolve outstanding issues to get a BioChar plant started in Halfway, Or. 

Not all could attend some called in via conference call.
